Nancy Drew Phantom Help.... I need to get to the Stakeout.?

I have 3 things on my list at the mo... Brush up on Italian - done that and pressed all the red ons, find if the combination I found from the microdot opens 'anything interesting' and locate the safe and secure place... I know where the safe and secure place is - I have even entered the combination into the Propane bin - everytime I call Sophia it says 'busy' and disconnects - I am totally stuck - Any ideas?...
