2002 winstar flashing dash lights and guages, wont start?

I have an 02 winstar and this morning when i went out to start it i put the key in an it wouldnt turn over. Every light on the dash was flashing, all the guages were going up and down, and i could hear a clicking sound under the dash. I tried disconnecting the battery and reconnecting it but it still is doing the same thing. Anyone got any ideas? Also I used a diagnostic tester a few days ago to get a dtc. I hope thats not what screwed it up.
