Who would I contact on the College Campus about this?

Seagulls keep getting food out of the trashcans. Not only am I worried that they will ingest some plastic or something and choke on it, they are unknowilling littering the campus. I want to propose covered trash cans for the safety of the birds as well as our enviorment.
